These works are to address key aspects of safety, security, access and efficiency along Harbour Road (Great Northern Highway) which connects to Barytes Road and serves as the entryway to Wyndham Port.
The Shire has awarded tender to Talis Consultants Pty Ltd (the Consultant) to carry out design works for the Project. The Consultant was asked to provide five concept design options for the alignment.
After careful consideration of all five options, the Shire has selected the Preferred Road Alignment - which is the reconstruction of MacPhee Street and Harbour Road (Great Northern Highway) to the port entry, and the realignment of Meat Works Road (Wyndham Port Heritage Trail) to tie-in with Barytes Road.
Factors that were considered in the selection of the Preferred Road Alignment:
- Cost of construction
- Construction duration
- Impact on surrounding residential area
- Environmental impact
- Port security
- To reduce the road incline that connects Meat Works Road to Barytes Road
THE OBJECTIVE
The key objectives of this project are:
SAFETY – to improve road safety for the users by improving the road condition and addressing the steep incline on the section that connects Meat Works Road (Wyndham Port Heritage Trail) to Barytes Road.
SECURITY – to provide additional port security by constructing the new road slightly further away from the port premises.
ACCESS – to improve the access to the port and the surrounding areas.
WHAT WILL WE DELIVER
The Preferred Road Alignment design is currently in the Concept Design Phase and will be progressed to 100% completion by the end of 2024.
Community engagement and opportunities for feedback and comment will occur throughout this phase and for the duration of the project, with initial stages of engagement taking place between September and early October 2024. This is to build awareness of the project and allow the community to voice their concerns and queries surrounding the project. The engagement initiatives will be to:
- Inform the community about the project
- Identify all possible areas of impact through our FAQ
- Address all project related concerns and queries in a timely manner
- Take into consideration any major concerns surrounding the design of the Preferred Road Alignment
WHAT DO WE NEED
The Shire would like the community to engage with the Shire during the consultation period (9 September 2024 – 4 October 2024). The Shire would like the community to review the project information and identify areas of concerns and/ or submit project related queries via email: mail@swek.wa.gov.au (subject “Barytes Road Realignment) or phone: (08) 9168 4196 or through social media platforms.
The Shire is organising a community consultation workshop on Friday 27 September 2024 and would like the community to attend and share their thoughts and concerns around the Project and seek additional clarification on the Project from subject matter experts.

The Shire is currently in negotiations with Main Roads Western Australia (MRWA) to undertake the construction works.
Additionally, discussions are ongoing with CGL and KPA regarding Port Security and access to the weighbridge.

Due to the complexity of the surrounding area and the potential effects on traffic flow, the Steering Group has met several times to review the design and identified the need for adjustments. These discussions are ongoing, with brainstorming sessions and workshops continuing to explore the best solutions.
To ensure this important project meets Wyndham’s future needs, we are carefully reviewing every detail. This process will guide the Consultant as they refine the design. We expect to provide the final direction to the Consultant by Christmas, after which they will progress toward completing the final 100% design. Our goal is to ensure that factors such as traffic safety and environmental impact are fully addressed for the best outcome.
As a result of these efforts, we now expect the final design to be completed by March 2025. We remain committed to delivering a project that meets the community’s expectations and benefits all stakeholders involved.
We will continue to provide updates as the project progresses and look forward to further community engagement in the months ahead.

He provided a brief introduction to the project, touching on the $4 million received in State funding for the upgrade works and outlining who the stakeholders were including members of the Steering Group.
The meeting addressed multiple concerns raised by the community, including why Meat Works Road, owned by CGL, is being upgraded by the Shire, details about the Preferred Road Alignment (Option 5), which is still in the early design stage, existing infrastructure and drainage issues that could potentially impact the project, sourcing of material and more. Stuart explained that the Group chose Option 5 based on construction costs, environmental impacts, and road safety. Attendees expressed concerns about road safety, the inclusion of port security in the criteria, and whether the $4 million budget would cover the entire project scope. While many questions and concerns were raised, there was also positive support for the project and optimism about the economic benefits it could bring to Wyndham through potential employment opportunities.
The two popular options for the road realignment were Option 1 and Option 5 (the “Preferred Road Alignment”). Minutes of the meeting can be found on the right hand column of this page.
